A bill that could require moped and other scooter drivers to have insurance was approved by a North Carolina Senate committee Wednesday.

House Bill 1145 was approved by the House last week. That version of the bill would require moped drivers to get registration and titles for their scooters, but the amended version recently approved by the Senate Committee would require these drivers to have insurance as well.

The bill also suggests that regulation of mopeds should be studied further, and it's expected to be voted on by the Senate this week.

Owner of Matthews scooter dealer 'Carolina Fun Machines' Tim Juntgen says that a similar bill presents itself every year around this time. In the six years he's been selling scooters, he's never seen a bill like this actually pass.

Juntgen says he understands the push for moped insurance, but he believes requiring scooter drivers to have licenses, registration and titles would make life very difficult for the ones who use that mode of transportation to get to and from work.

He says many people choose scooters or mopeds as their primary mode of transportation because they're unable to get a license for any number of reasons.  These people might be at risk of unemployment if this proposed regulation is actually implemented.
