On Monday Rowan County Commissioners are scheduled to discuss a loan application which includes nearly $4 million to cover the cost of the purchase and renovations of the old Salisbury Mall, re-named the West End Plaza. Just last week, the commission voted to withdraw its request for the loan application.
Commissioner Craig Pierce tells My Fox Carolinas it costs about $100,000 per loan application, so the commission wanted to lump all the requests together before submitting an application. The new loan application also includes improvements to the airport, community college, and the animal shelter.
Pierce said, “If somebody got the impression we weren’t going to borrow that money or try to attempt to borrow that money, I don’t know where they got that impression because my statement was to pull it, re-wrap it with other projects and re-submit it, and that’s what we’re doing.”
The President of La Resistance, a group formed to oppose the mall purchase, says adding the improvements to the other entities is simply a way to try and sweeten a sour deal and make it look more "palatable" to the taxpayers.
La Resistance President Todd Paris said, “This is a mortgage and it’s being mortgaged for more money than it’s worth, and the only reason you mortgage something for more money than it’s worth is to prevent it from being sold by the new commission. This whole thing is set up to stick Rowan County with this thing so that we can’t possibly ever sell it.”
