MORE from KRIV: GALVESTON, Texas (KRIV) -- On any given day, Galveston Island is packed with visitors hoping to enjoy the sun and beach, but on this Sunday morning, what was supposed to be a peaceful stroll on the seawall, turned tragic for a family from out of town.

"When I am pulling up I realize there is a car that's gone over the seawall," says Joe Herrington, who witnessed the accident.

Police tell us Kevin Wade Wilson, had just turned on 21st street headed westbound when witnesses say he was driving erratically, swerving across all lanes of traffic. Seconds later the red pick up went over the seawall, hitting two people.

"One of the pedestrians was still on the scene and was declared deceased by EMS upon arrival," said Sergeant Joshua Schirard, Galveston police department.

The man who lost his life, identified as Raphael Flajole, had been at St. Patrick's Church the day before celebrating the ordination of his brother, John Paul Flajole's.

"Here in Galveston this will go on for quite some time. The concern of the people for the family and for father John Paul," said aa saddened father Eugene Stein, from St. Patrick Catholic Church.

Today's church service just wasn't the same. Father Stein spoke about why tragedy affects the faithful.

Father Stein adds, "Sometimes things happen and you can't explain it, or blame anyone. It's just how the world is and how life is."

Still investigators with Galveston Police Department are trying to determine why Wilson drove off the seawall. While some ran to help the innocent bystanders, others checked on the driver.

"He was real disoriented, of course he went off the seawall. But he was trapped in his truck because of the way he landed. A rock was keeping the door from being opened," says a witness.

Hours after the crash, Galveston Police decided to file charges of manslaughter and aggravated assault, against Wilson. It's still unclear though if he might have been under the influence of alcohol or drugs.
