    The NAACP is meeting with people living in East Spencer Thursday night about how to file complaints after the organization says residents have come to them with concerns of police brutality and discriminatory hiring practices within the town. The Department of Transportation has begun a project to add 11 miles of railroad track between Salisbury and Kannapolis. The work will add a second track to the Norfolk Southern line and involve upgrading some railroad crossings and closing others. The construction is part of a larger $520 million railroad upgrade that extends from Raleigh to Charlotte.

The DOT says the double track will allow trains to pass more frequently, reduce congestion, increase capacity and reliability, and decrease travel time between Raleigh and Charlotte. DOT spokesperson Jen Thompson said, “The possibility of a train and car colliding will be greatly reduced, and in the same vein we can still have that mobility of trains continuously moving through.” Part of the upgrades include bridges being built, so that cars can pass over the tracks.

The DOT says surveying work is being done this week on the Salisbury to Kannapolis section, but the dirt-turning won’t start until May.

Cindy Nooner owns On Track Auto Sales near the start of the project in Salisbury. She said, “It will impact the people that currently come to us. It will make their travels more difficult.”

Nooner adds that railroad-related projects are already affecting the front and back of her business. She said, “Hopefully the end result, when all of this gets completed, will be something very, very good that will benefit everyone.”

The information below regarding closing of crossings and upgrades is from a DOT news release.

The estimated project completion date is Nov. 16, 2016.The impact to motorists will be minor until work on the crossings starts next year. Notices will be sent out to alert the public about road closures and detours.

The crossings that will be permanently closed as part of this project are:

  • Reid Farm Road (Salisbury)
  • Mount Hope Church Road (China Grove)
  • Tom Street (China Grove)
  • N. Central Ave. (Landis)
  • E. Mill Street (Landis)
  • 29th Street (Kannapolis)

  • Webb Road (Salisbury)
  • Church Street (China Grove)
  • Centerview Drive (China Grove)
  • Ryder Ave. (Landis)
  • 22nd Street (Kannapolis)
  • 18th Street (Kannapolis)
