Community College Says Popular Program Needs Money

A spokesperson for Rowan Cabarrus Community College says the college's Board of Trustees is asking Cabarrus County commissioners to restore surplus funds previously set aside to relocate and renovate the school's Cosmetology program at a larger facility.

The college says its Cosmetology program is very popular among students, and it has outgrown the current building at Cloverleaf Plaza. The college has asked county commissioners for $1.5 million to renovate and expand the Cosmetology program. Rod Townley, RCCC’s VP for Academic Affairs, said, “It would allow us to expand the program, so we could have even more students.”

Cabarrus County commissioners passed a plan Monday to use surplus cash, short-term financing, and $43 million bond referendum to fund construction projects at RCCC, Cabarrus County Schools, and Kannapolis City Schools.

RCCC says some of that surplus cash was previously set aside for the Cosmetology expansion, and the college's Board of Trustees is concerned that the change in the funding mechanism won't leave money for the Cosmetology project. But County Commissioner Jason Oesterreich tells My Fox Carolinas the $1.5 million for the Cosmetology program remains intact and was not affected by county commissioners’ decision to use cash to fund some other school construction projects.

On March 27 Cabarrus County administrators are scheduled to talk with the Local Government Commission, an oversight agency in the NC Treasurer’s Office, about the school bond referendum. If the LGC approves the $43 million school construction plan, it will be on the ballot for voters in November. The rest of the projects, including RCCC’s cosmetology expansion, will be paid for with surplus cash and short-term financing.
