After at least 27 sewage spills in Tega Cay in 2013, the EPA has issued a notice of violation to Utilities Incorporated stating the spills have dumped almost 450,000 gallons of untreated sewage into people's yards.

And even worse, inside their homes.

Rick Dwyer woke up to smelly waters all over his home just a few months ago.

"It was raw sewage all over the floor," Dwyer said. "I mean it was actual poop in the nasty looking water it stunk real badly," he said.

When I got up in the middle of the night and I smelled it the whole bathtub was full of it… The toilet was completely running over, the floor was completely soaked as well."

Dwyer’s wife is confined to bed, and the carpet under her bed was soaked with sewage. Many people won't drink the water from the sink. They say they are sticking to bottled water and filtered water.

Neighbors were happy with the progress, but disappointed overall. Utilities Incorporated did not return our call.

The EPA says it will monitor Tega Cay's progress over the next two years.
