Rock Hill residents on both sides of the controversial debate over a proposed Walmart got a chance to voice their opinions on Tuesday night.

More than a dozen Swan Meadows residents spoke out against the proposed Neighborhood Walmart grocery store during a Planning Commision public meeting. Neighbors argued the store would increase traffic on the already busy Celanese Road, putting kids walking or riding the bus to nearby Ebinport Elementary school at risk of getting hit. Others said home property values could go down if the store is visible from their houses.

Neighbors speaking in favor of the proposed development say the store would bring more jobs to Rock Hill as well as low prices for fuel and groceries.

The main reason the Planning Commission is addressing the issue because one of the three land parcels included in the proposed  plan would have to be rezoned to allow retail.The Planning Commission will meet again before the Rock Hill City Council Dec. 3, 2013.

Halpern Enterprises out of Atlanta - a developer for Walmart - said the store would be one-fourth of the size of a Walmart Superstore; comparable to any neighborhood grocery store. The site would include a Walmart gas station and shops for small businesses. Developers also said they would build a barrier between the neighborhood and the shopping center.

The city council will decide whether or not the proposed plan moves forward. The project would be the third Walmart to come to Rock Hill.
