DETROIT (WJBK) -

Charles Pugh is part of a mentoring program at Frederick Douglass Academy. Although not paid by Detroit Public Schools, he must follow the same rules as if he were a teacher.

"It's important to emphasize ... that line is clearly defined both for teachers and for volunteers," said Keith Johnson, president of the Detroit Federation of Teachers.

Johnson told us that all workers and volunteers within the school district are subject to Work Rule 20.

The work rules says that volunteers are prohibited from fraternizing with students. That includes, but is not limited to, touching, excessive conversation or other non job related personal contract with students.
